The tension in the the AI regulation space really amped up this past week.

On one end, the US Copyright Office released ā€œPart 3: Generative AI Training (Pre-Publication) Report,ā€ which indicated that the fair use argument from commercial-use companies like OpenAI and others may not hold water. This was followed by the firing of Shira Perlmutter, the director of the US Copyright Office, by Trump’s White House. A few days later, two men claiming to be Trump appointees tried to enter the US Copyright Office but were blocked.

On the other end, House Republicans introduced new language into the Budget Reconciliation bill that would prevent states like California and New York (and their subdivisions) from enforcing ANY laws regulating artificial intelligence for a period of TEN YEARS. This broadly worded bill would strip existing regulations on AI use in healthcare disclosures, employment bias audits, and the sharing of data used to train generative AI models.

Also in What We’re Reading, Elton John and 400 artists sent a strongly-worded letter to the British Prime Minister calling on him to protect their works, and the United Nations met to revive the discussion on regulating the autonomous and AI-assisted warfare and weapons industry.

Here in our state, Governor Newsom called on California cities to ban homeless encampments ā€œwithout delay,ā€ introducing a model ordinance for cities and counties to follow. This is timely, as we host the ā€œAI for Impact: Inside LA’s Homeless Prevention Pilot Program,ā€ event this Thursday, May 15. There’s still time to register!
